Mr. Rodriguez was ordinary seaman on international service vessels, he obtained his degree in Laws and Political Science. He holds a Master in Maritime Law, a Master in Maritime Business Administration in Ports, Environmental Management and Carbon Neutral, receiving Summa Cum Laude Honours.  He also holds a MBA from INCAE Business School and a Postgraduate in Maritime Energy from the World Maritime University (WMU). He is currently studying Green Financing Specialist by the World Bank, as well as Project Management.

In the public sector he worked at the Panama Maritime Authority as Head of Compliance and Enforcement Department and at the National Environmental Authority as Director of the International Affairs Office. He has also served as an international consultant in maritime matters, becoming designated as a competent person in Panama before the evaluation of international conventions of the IMO.

Alexis Rodriguez has also worked in non-governmental organizations focused on environmental conservancy and has participated as speaker / moderator at International conferences related to environmental and maritime sector. He has participated as a delegate of Panama for different  international conventions and organizations, particularly the IMO, UNFCCC, UNCLOS, FAO and negotiator of Free Trade Agreements.

Mr. Rodriguez was Professor of International law and international conventions on maritime issues, pollution, climate change and Energy Efficiency.

Currently, as an environmental protection specialist at the Panama Canal Authority, he seeks to strengthen the Organization's sustainability policies, in order to promote the Panama Canal Route as the Green Route of international maritime trade and a Greener Canal towards Carbon Neutral and decarbonization.
